The object of a research. Small entrepreneurship as a sector of economy. The purpose of a research. The development of theoretical positions of evolution of small entrepreneurship and practical system of state regulation of the development of small entrepreneurship in Ukraine and its regions. Methods of a research. General-theoretical, economic-statistical methods, dialectic methods, methods of the system and structural approaches. The theoretical and practical results are used for the creation of the concept of state regulation of the development of small entrepreneurship and the development of the program of assistance of the development to small entrepreneurship by the results of cluster analyse. The novelty of results consists in the development theoretical and offer of the practical schemes of state regulation of small entrepreneurship. Ranking a level of the development of small entrepreneurship with the help of cluster analyse is carried out; The influence of cluster models to structuring of regions and separate regions in oblast is analysed and the offers on creation of local associative associations are proposed; the concept of state regulation of small entrepreneurship is offered; the financial mechanism of influence on development of the small enterprise is developed; the complex - purpose-oriented program of assistance to the development of small entrepreneurship is developed. Degree of introduction. Results of the dissertation are used in practical activities the Executive committee Olkhovskiy village council of the Kharkov region of the Kharkov oblast and Executive committee Ordzhonikidzevsriy region council of Kharkov of the Kharkov oblast. The methodical developments are used in the educational process of the Kharkov national university named after V.N. Karazin.
