Essay

The dissertation is devoted to the questions of the scientific basis of the strategic approach concerning medical service volume distribution between medical care levels on the basis of determination of strategies applied to ensure health protection effectiveness. There is a complex estimation of medical care adequacy as to the opportuness, place, volume and quality of the medical care. The contingent of patients with the arterial hypertension and associated diseases served the basis of our investigation. The direct influence of managed care ("gatekeeper" principle) on medical service volume division between medical care levels is determined. The volume and the structure of population expenditures in connection with the medical care and their influence on the medical care availability are studied. Complex of strategic approaches with the purpose to raise the effectiveness of medical service structure is substantiated using imitation modeling method.
