Trubchanin A. Estimation of effect of the backbone factors on the development of a small city

Object of research: the economic processes, which take place in small city. The purpose of research: generalization of theoretical rules, analysis of practical and elaboration of scientific-methodical rules by definition of effect of the backbone factors on the development of a small city. Methods of research: system-analytical, statistical, correlation and variance analysis, economic-mathematical modeling, logic generalizations. The theoretical and practical results consist in a substantiation of the complex approach to formation of methodical base on management of development of urban settlements, in particular, of small cities; under the decision of questions connected to definition of effect of the backbone factors on the development of a small city. The methodical recommendations and approaches to modeling processes of development of small city under the influence of the backbone factors are developed. There are can be used in practical activity of bodies of local self-management and bodies of theexecutive authority. There are creating the preconditions for formation of methodical base on effective management of economic and social processes within the bounds of small urban settlements. The questions of a complex estimation of an economic situation and opportunities of development of city have found practical realization by development of the complex plans of development of cities of Donetsk region: Enakievo, Аvdeevka, Central-urban area of Makeevka also are introduced on public corporation "Jasinovatskij engineering plant" (Jasinovataja by Donetsk region). Scientific novelty: the features of development of industrial cities in system of transformations of the economic relations are investigated; the basic backbone factors of functioning and development of small city are determined; the grouping of the backbone factors on four mainframes (industrial, economic, labour and demographic) is offered which in the greatest measure represent the basic processes and phenomena of the appropriate territory. Theconceptual approaches to economic diagnostics of a condition and development of small city are formulated; the medium-term forecasting estimation of social and economic development of small city is executed; for accounts forecasting of parameters of economic development to use of decaying and expanding average variable temporary line is offered. Sphere of use are the bodies of local self-management and executive authority, scientific establishments, higher educational institutions.
