Guscha I. State regulation of sugarbeet production

The object of research is process of state regulation sugarbeet production of Ukraine. The purpose of dissertational research is a substantiation of theoretical-methodical bases of formation and introduction of organizational-economic and industrial-technological system of measures of the state concerning revival and developments sugarbeet production, its economic stabilization and the further effective development which are directed on full satisfaction of needs of the population in sugar of own manufacture in according to scientifically proved norms of its consumption and stage-by-stage restoration of opportunities of the state in export of sugar. Methods of research: a method of theoretical search, economic-statistical methods, increases in results, quantitative methods of the analysis, normative, predicted. Scientific novelty: for the first time it is offered the mechanism of state regulation of the market by distribution of licenses to manufacture of sugar which are won on the tender; it is offered the mechanism of the responsibility for those who has submitted on competition the doubtful data, and the mechanism of indemnification of expenses to commodity producers which have lost a part of the income through non receipt of the fair license; it is developed model of calculation of the size of subsidizing of sugarbeet industry raw material in Ukraine which provides the size of possible subsidizing sugarbeet industry counting upon 1 ton of the made sugar; has received the further development definition of economic essence and a direction of realization of state regulation sugarbeet industry in Ukraine in transitive the period to market economy which include the size of the minimal procurement price of sugar and sugar beet; It is advanced system of calculations of beet producers and sugar-house on the reason on the part of realized price of 1 ton of white sugar in view of sugariness of root crops which takes into account nature-climatic, organizational-economic and technical factors; on the basis of world experience it is advanced methodical approaches to formation of the organizational-economic mechanism of state regulation sugarbeet subcomplex, the marketing based on the concept and a complex direction. Results of research are used in educational process and research work.
