A scientific novelty and practical value of the paper lie in the fact that the system research of physical culture and sports management in districts was brought about; the organizational structure of management of Committee of Physical Culture and Sports in Kharkov district administration was grounded; organizational, material and social aspects of perfection of physical culture and sports management in the field of athletic and sporting movement of the Kharkov district were brought to light; the character and principles of management of subject and object of physical culture and sports management in the district body of management were determined (democracy, social determination, humanization legal priority, scientific character, competence of the staff, information availability, two-way communication); the scheme of mechanism of perfection of the management of physical culture and sports bodies at the level of district formation was worked out; tendencies of subsequent development of the investigated problem were brought to light the increase of authority of role of leading bodies, incresase of the proficiensy, level of the management staff, improvement of supervising mechanisms, development of the system of training specialists in physical culture and sports management
