Shkura I. Forming and development of investment processes in a region

The object of the investigation is investment processes in a country and region under the conditions of market transformation of Ukrainian economy. The aim of the thesis is scientific grounding of theoretical and practical basis of investment processes forming and development of in a region, creating financial mechanism of investment processes under the conditions of market transformation of Ukrainian economy. Methods of the research. The theoretical basis of the research is fundamental works of native and foreign economists devoted to the investments aspects. In the process of research the following methods were used: visual and-graphic for the results presentation; systematic analyses and scientific abstraction- for conclusions formulating; induction and deduction, analyses and synthesis - for the analyses of investment processes; cartographic - for visualization of social and economic situation of regions and their investment rating; economic-mathematical - for creating methodical instruments of evaluation of regional factors influence on investment processes and for forecasting the regional investment activity. The dissertation's informative basis is based upon dates of the State Statistics Committee of Ukraine, Dnipropetrovs'k regional Statistics Committee, Ukrainian legislation, materials of author's research. The scientific novelty of the results received is in the creating and improving theoretical and methodological guarantee of investment processes in a region under the conditions of market transformation of Ukrainian economy. At that: - for the first time: - the complex analyses of evolution of theoretical approaches to the essence of investments and forms of state regulation of investment processes, that allows to find out the directions of changes in the main elements of macroeconomic instruments and make a projection of these forms in native economy; the determination of financial mechanism of investment processes is given and appropriate model is created with the following main elements: financial methods, financial levers, informative, law and standard guarantees; the model of sources of investment resources forecasting has been created for the management of financial mechanism of regional development program; - improvements: - the system of factors that influence the investment climate of regions and dynamics of investment processes with help of natural resources, social-demographical, economic factors, factors of business activity and risks, which includes quantitative and qualitative regional indexes; evaluation of investment climate of region, developed on the basis of regional factors of investment processes that differs by transparency of using indexes and flexibility of application; the analyses of financial guarantee of investment activity on macro- and microlevel that is necessary for the effective administration of financial mechanism of investment processes. - further development: the model of credit share increase in the structure of investment resources, where complex approach isused to the problems of availability of long-term credits, law stability of banking system, high financial risks; investigation of priorities in the transformation of Dnipropetrovsk region for the realization of innovative strategy of regional development: decentralization of economy administration, supporting the perspective directions in the economy, searching the ways for mobilization of investment resources. The results received are directed to the improvement of social and economical situation in the region at the account of stimulation of investment activity on the basis of financial mechanism of investment process that has been offered. The author's suggestions could be used by bodies of legislative and executive power when regional investment policy and programs of social and economical development are created. Analytical materials according on the sources of investment resources could be used by native enterprises for the development of investment projects. Some thesis and conclusions of dissertationcan be used scientific and education establishments. The materials of dissertation are used in the educational process when such subjects as "Investments", "The analyses of investment projects" "Project financing" are taught (certificate №1/1 from 06.01.05).
