The dissertation is devoted to development of the methodology of management of innovative activity directed to creation of effective mechanism of its motivation and stimulation. It was proposed to put into the basis of mechanism of motivation and stimulation of innovative activity of top management of enterprises methodological approach Balanced ScoreCard, adapted to tasks of an innovative development. Criteria of evaluation of top management in a profile of functional spheres of management were worked out which serve as a basis for payment of reward.
