Shevchenko O. Scientific ground of pricing of medikare on the example of illnesses of the system of circulation of blood

Disertaciya is dedicated to: study the dynamic of financing the health guard sphere and its influence upon health of the population and determination of necessary level of financing for ensuring worthy level of medical help. The straight line of dependency was revealed when undertaking the study between picture of health of population and costs on guard of health. In the real terms the ambulatory help makes 18,9 - 35,7 % from a necessary necessity on primary and 60,1 % on the secondary level of help. The model of pricing of medicare to the cardiologic patients is grounded, which include charges on actually medicare, wages, maintenances of establishments and general funds. In the basis of model of pricing were laid recommendations of the Worldwide organization of health protection, world experience, research results taking into account economic position of Ukraine, in obedience to which in the structure of financing it is offered 45 % to select on the fund of payment of labour, 30 % on maintenances ofestablishments and main funds and 25 % on actually medicare. The minimum cost of therapy of cardiologic patients, which makes about 100 U.S. dollars per a year, that in the count on the offered model, pricing makes the necessity of financing 400 U.S. dollars per a person in a year.
