Essay

The activity public of broadcasters of the countries Europe and the USA in a dual TV functioning is under study. Their influence on finding media place in the social institutes system is researched. On the analysis of TV system organization in Great Britain, Germany, France, Sweden the great attention is paid to public broadcasting and its features. The research defines the characteristic features of public TV, basic principles of its activity in the European countries and those of the USA. The research considers the opportunities and prospects of public TV formation in Ukraine.
