Opritova K. State Regulation of Social Infrastructure Development

The object of research: the economic processes, which occur in sphere of state regulation of development of a social infrastructure. The aim of research: research, development and scientific substantiation of offers and recommendations of conceptual character for improvement of state regulation of non-productive sphere in Ukraine on the basis of general study of domestic and foreign experience. Methods of research: theoretical generalizations and comparisons; logic designing and modeling; the comparative analysis and groupings; sociological research; the system approach; graphic and monographic methods. Results of research: the classification of the basic macroeconomic factors, which constrain development of a social infrastructure in a context of amplification of a social orientation of market transformations in the country, is developed; the economic nature of the contradictions, which cause low efficiency of strategic planning of development of mainframes of a social infrastructure, is revealed; theoffers on smoothing the contradictions between functions of state regulation on macro- and mezolevels are proved within the framework of the new budget code, which acts by the tool of state regulation of social processes; the understanding of features of the E. Toffler’s Third wave concerning Ukraine in conditions globalization is extended.
