Logvinenko V. Increase of Efficiency of Use Energy Potential of Rregion

Object of research: process of use of energy resources of region. The purpose of research: theoretical substantiation, methodical study of rules and preparation of the offers concerning increase of efficiency of use energy potential of region and maintenance on its basis of stable development of regional economy. Methods of research: a dialectic method of knowledge of the validity, system-structural and functional analysis, methods policriterial of the approach and expert estimations. The theoretical meaning of the received results consists in a substantiation of the scientific offers concerning development of region on a basis the energy saving in conditions transformation of economy in a context of improvement of regional policy and cooperation with bodies of local self-management and executive authority. Practical meaning: the main rules and conclusions of work lead up to a level of the concrete recommendations. The applied aspects of work were used during realization of the Program of development of a housing-municipal services in Donetsk area, at acceptance of the decision about a choice of strategy of complex checks by territorial management's of State inspection on the energy saving in Donetsk area, during development and introduction of the Program of optimization of a water-sewer economy of Donetsk area, by development of strategic directions the energy saving in region. The scientific novelty consists in a theoretical substantiation and elaboration of the practical recommendations concerning increase of efficiency of use of an energy potential of region on a basis energy saving. For the first time definitions of an energy potential, social efficiency of energy savings, energy efficiency are given. The creation of the energy resource passports of territories is offered. The mechanism of financing of introduction of the projects of energy saving in region on the basis of attraction of new sources of financing and forms of cooperation with the physical and legal persons is advanced. The significantplace is allocated by a question of normative-legal maintenance of energy saving in region and also use of alternative sources of energy for perfection of existing technologies and equipment. Sphere of use are the bodies of local self-management and executive authority, enterprises, scientific establishments, public organizations working in sphere resource preservation; higher educational institutions.
