Borsch H. Organization of activity of local self-government organs in providing communication services

The object is the system of the organization of the connection services provision by the local government organs to the inhabitants with the interconnection with the other constituents of the services sphere as well as the systems of the production and consumption in the society. The object is the theoretical justification of the directions, methods and forms of the local government organs activity aimed to the realization of the inhabitants provision with the connection services, aimed to the satisfaction of the public needs and raise of the mentioned above services provision efficiency. The methods are systematic analysis, functional analysis, mathematic modeling. The newness is that the modeling of the provision of the connection services to the inhabitants on the basis of the mathematical description of the elements of the time expenditures while providing services has been suggested; the method of multicriterial optimization of the services provision has been presented. The results are that the approaches to the justification of the norms and indicators of the connection service provision have been scientifically detailed; the criteria system of the services the inhabitants are provided with has been scientifically proved; the classification of the main factors that influence the quality of the connection services provision to the inhabitants have found their further development.
