Essay

Object of research - processes of state management in sphere of professional training of the employees of law-enforcement bodies. The purpose of research - formulation of principles and development of the mechanisms ensuring agreed development of law-enforcement bodies and company during state management by professional training of the employees of law-enforcement bodies in Ukraine. Methods of research - system and evolutionary approaches to development of social systems, rule of synergetic, theory of deviant behavior of Ya.Gilinsky, concept of the social control of P.Berger and of didactic system of P.tefanenko, methods of the sociological analysis. The practical significance of results of research is made by the recommendations for introduction of the advanced mechanisms of state management concerning transformation of process of training of the IAA employees. The scientific novelty of the received results is, that essence and methods of formation of the social order on the IAA employee as mechanismof integration of institutes of the social control and education on an example of МIA of Ukraine for the first time is determined; the rule is justified that the perfection of the mechanism of state management of training of IAA personnel consists in application of the preactive approach; it is determined, that the basic components of perfection of the state mechanism of the social control is the account of principles of the agreed development of company and its parts; it is installed, that the technologies of social forecasting and their application are one of the important parts of perfection of the state mechanism of realization of strategy of development of company; the organizational mechanism of realization of the social order on the IAA employees in Ukraine is generated; the adequate portrait of the IAA employee in Ukraine is determined socially. System and methods of training of the staff adequate to the social order and socially to adequate portrait of the IAA employee; coevolution principles of company and its parts, status of law-enforcement bodies during evolution of company and maintenance of its stable development; laws of maintenance by the state of stable development of company and its social institutes, concept about functions of law-enforcement bodies in transitive company are advanced. There have received of the further development methods of the analysis of a crime rate in Ukraine from the point of view of action in the Ukrainian company of institutes of the social control.
