BUTURLAKINA T. Organizational and Economical Mechanizm of the Budget Regulation of Region's Economy (based on the materials of Transkarpatian region)

The thesis deals with the theoretical, methodical and practical research of efficiency of organizatinal and economical mechanism of the budget regulation of region's economy and determination of it's improvement in conditions of market transformation. Conception of organizational and economical mechanism of the budget regulation as an management tool with a system of stimulus as the center of it is presented concerning conditions of regionalization of economy Evaluation of financial equalization, fiscal capasity, revenue potential of rayons and cities (towns) in Transkarpatian region based on the results of tax-sharing and transfers for local budgets balancing analysis is given. Influence of regulation methods on social and economical development in the region is determined. Methods of evaluation of efficiency of budget regulation in the region based on the regressive-correlation analysis of stimulus for income mobilization is presented. Income forecasting methods based on elaborated complex organizational monitoring model of financial condition of local budgets and trends analysis are improved.
