Krikun O. Economical and organizational mechanism of the state regulating of innovative activity in Ukraine and its regions

The subject of the research is the process of state regulation of innovation activity in Ukraine and its regions. The purpose of the research is theoretical generalization of essence and methodical bases of the state organizational role as well as the development of the practical recommendations of efficiency increase and the activization of innovation activity in Ukraine and its regions. The following investigation methods were used: the analysis and synthesis, dialectic, logic modeling, system, statistical, analyzing and theoretical generalization. The theoretical and practical results are used in solving the problems of adequate normative-legal providing of innovation activity and intellectual property. The novelty of the results lies in the development of theoretical and methodical providing of practical bases of state regulation of innovation activity. The system of the basic criteria, principles and methods of an innovation activity estimation and organizational and economic mechanism of functioning of the special and working programs in an industry with the achievement of the maximal effect is offered with the projects, state registration and annual examination of performance of tasks carefully selected. The mechanism of the intellectual property development is offered with the purpose of transfer actions coordination of technologies and transfer technology control. The usage of functions of the control of the budget means expenditure on innovation activity financing is offered. Practical significance of the principal propositions and the obtained results of the present paper lies in the possibility of their being used in the work of the Ministry of industrial policy and Senior Management of economy of Kharkiv regional state administration, inspection administration. The methodical development is used in the educational process of Kharkiv Vasyl Karazin National University.
