The dissertation is devoted to development of scientific - methodical and practical questions of program management by housing and communal services of city. The economic essence and structural making housing and communal services, scientific laws of development and the requirement to construction of system of parameters of an estimation of activity is opened, methodical positions concerning development of target programs and calculation by a normative method of the basic indicators for the long-term period are advanced. The conceptual circuit cluster of housing and communal services, constructed on principles of achievement of positive economic result, maintenance of steady development of manufacture and amplification of industrial cooperation of all participants is offered.
