The following is done in this dissertation: the essence of the mission, strategy and the main factors of effective development of regional bank are exposed; the economic essence of the banking credit risk services is exposed; the factors for regional bank mission development are exposed; the theory and the methodology of risks management and the opportunities of their usage in the credit politics of regional banks are deepened; the nature of the processes of the economic regional development from the position of the banking products and services market development is defined; the science-methodical approach of credit risks estimation on the regional level is deepened; the modern state and the tendencies of regional banking services market are exposed and analysed; the specifics of the organizational-economic mechanism formation of the bank risks management in the region are defined; the pre-conditions of the strategic alliances and regional clusters formation and the strategy development for the support of agricultural products producers are defined; the model and the estimation of the marketing mechanism management of regional risks comlex programs of financial services are made; the organizational-economic mechanism of bank risks perfected by changing the structures of the regional branch of the bank.
