This paper investigates the theoretical reasons for international legal responsibilities of states as entities of international law, and deals with the specifics of international legal relations among states, groups thereof, and the international community, stemming from breaches of international law. The author describes such cases and proves that such international legal answerabilities actually form a "general-sectoral" institution of international law. This paper contains the author's definitions of international legal liabilities, with a special emphasis on the nuances. Sophisticated issues such as the responsibilities of states for such transgressions, international legal sanctions, countermeasures, as well as prospects of such punitive measures and pertinent internal experiences are analyzed.
