The dissertation is devoted to the issue of the legitimacy of humanitarian intervention in contemporary International Law. In the dissertation the concept of humanitarian intervention is formulated and its legal features and structure are defined. In the first chapter humanitarian intervention is also differentiated from such closely-related institutes as humanitarian intercession, humanitarian aid, peace-keeping operations, forcible operations to save nationals abroad. The new concept of minimal humanitarian standard is introduced. The practice of unilateral humanitarian interventions as well as the question of their legitimacy is analyzed. Special attention is paid to NATO's intervention in Kosovo in 1999. The аuthor makes a more precise definition of the concept and normative content of the term "international peace". The practice of the conduct of the forcible measures by the UNO in response to gross and massive human rights violations is analyzed. Also the statutes of the regional international organizations are analyzed concerning their conformity with the features of the system of collective security and their ability to be potential subjects of humanitarian intervention.
