Object: problem regions. Purpose: organizationally-economic bases of forming and realization of development of policy of problem regions. Methods: multifactor economic,statistical, sociological analysis, regression and autoregression expert estimations. The theoretycal results: metodical reserches provide forming of basics of problem regions development policy. The new in work is created method of estimation of regions developmend problemsy, mekhanizm of deviding of regions financial resources, proposed new vision of category "problem's region", method of prognostication of problem of regional development. Use: in process regional.
