Essay

The subject of the dissertation is scientific substantiation and development of the system of primary and secondary health care for the population of large city (by the example of Sumy city). The complex medical-social research studied statistic data for death-rate, birth-rate, natural increase of population, its sickness rate, provision of population with medical personnel and beds. A detailed analysis of activity of health care system was conducted according to the two most important criteria: fulfillment of doctor's functions by doctors of all specialties of medical institutions and work effectiveness of beds. It is shown that current health care system, which is characterized by irrational use of limited budget resources, needs fundamental structural changes with involvement of new principles of distribution of financial resources. An improvement of the model for provision of medical services to city population and its economic substantiation was developed.
