Research object: process of functioning of enterprises of housing-municipal economy in the cut of regional HME and regions on the whole.Purpose: theoretical and methodological approaches to the organizationally-financial providing of stabilizing and development of housing-municipal economy are developed. Methods of researches: methods of systems analysis, methods of economic and mathematical statistics, methods of projects management, simulation techniques, methods of project analysis.Grounded: market investment attractiveness of region and financial mechanism of its development on the basis of investing in resource-saving and diminishing of losses, further reinvestment of effect. Developed: the system of planning and project management by development of region of HME (with subsystems in the cut of regions, settlements and communal enterprises) is developed, concerted with sources and mechanism of financing.Inculcated: method of pricing with providing of compensation of the economic grounded charges and investment component and method of ground of investment component in tariffs on public utilities.Sphere of the use: and executive legislatives of power, enterprises of housing-municipal economy and higher educational establishments.
