Sigua G. Basic dominants of establishment and executing of free economic zones in transition economics.

The thesis is dedicated to the research of theoretical and methodological basics and practical aspects of the establishment and executing of free economic zones' (FEZ) processes, the particularities of FEZ management in transition economics, the developing of consolidated approaches' methods to the analysis and projects' selection in terms of FEZ in post Soviet environment. Thesis contains the analysis of advantages and disadvantages of the existing traditional methods in approaches towards the decision making for FEZ establishment (analysis "input-output", consolidated approach and method of historical analogies) and shows the presence of substantial limitations in utilization of such a methods in transition economics. As an outcome of the research the new methodology was developed and tested on the basis of four FEZ projects in Georgia. The new methodology consists of two stages' procedure in the selection of FEZ projects and allows to execute complex estimation and priority definition by means of formalized procedures of decision making support.
