Fedorova M. Government control of forming and use of social funds in Ukraine

Social funds realizing social defense of exposure population levels in market economy transformation period. System research of social defense population problems, realized by off-budget social funds. Methods: dialectical and formal logic, system approach, qualitative analysis and synthesis, comparative economic analysis, economic-mathematical modelling. It was defined the peculiarities of state adjustment for forming and using of social funds in developed countries and in Ukraine. It was realised a development tendencies analysis of national social security system, which is based on activity of four off-budget social funds. It was proved, that a system of social population security in Ukraine is on its formation and development stage, continue the searches of optimum structure, basic functions, priority areas of activity on different levels. It was developed the concrete suggestions concerning further reforming of pensionary system and perfection and further development operating system of social security basing on social funds functioning effectiveness rising.
