Object of research are processes of regulation of a payment revolution of subjects of managing in conditions of the astable economic environment. The purpose of research is development of the concept of regulation of a payment revolution of subjects of managing in conditions of the astable economic environment and the mechanisms of its realization directed on maintenance of a continuity of a payment revolution for dynamic and balanced development of economy of Ukraine. Methods - positions of the economic theory, proceedings of domestic and foreign scientific various schools and the directions concerning problems of regulation of a payment revolution and the organization of payment mutual relations of subjects of managing; the system - logic approach, the analysis and synthesis, comparison, mathematical modelling. Results: conditions of creation of a continuous payment revolution of subjects of managing on economic levels; The concept of regulation of a payment revolution of subjects of managing on thebasis of the system approach; a supply with information of regulation of a payment revolution of subjects of managing in conditions of the astable economic environment; a legal mechanism of regulation of a payment revolution of subjects of managing; the organizational mechanism of regulation of a payment revolution of subjects of managing; the economic mechanism of regulation of a payment revolution of subjects of managing. Novelty: for the first time conditions of creation of a continuous payment revolution of subjects of managing on the economic levels, consisting in definition of his essence, factors of influence and features of regulation which cause development of legal, organizational and economic maintenance of this process are determined; The concept of regulation of a payment revolution of subjects of managing is developed on the basis of the system approach which allows to provide timeliness and completeness of calculations that causes dynamic and balanced development of economy of Ukraine.
