Essay

The dissertation is devoted to substantiation of theoretical and practical aspects of program-target management of material-technical base of Olympic and Paralympic sports in Ukraine. Concepts and structure of material-technical base are specified; as organizational form of its functioning is determined base of Olympic and Paralympic preparations. Requirements to it are proved. The parameters' complex of condition of material-technical base is formed. With the help of results of research preconditions of introduction of program-target management are revealed. The concept of a program-target management is proved. Ways of improvement of the state's management on the basis of program-target management's use is proved. They consist of: a) integration of activity and resources of all subjects of management, the coordination of their economic interests; b) differentiations of managing influence on management's object by definition of priority of its development on two vectors: directions of activity and priority of bases of Olympic and Paralympic preparations. The technology of program-target management's use and the target component of the program of material-technical base of Olympic and Paralympic sports' development in Ukraine are proved. The program is based on the system of the basic, administrative and providing purposes. With the help of an expert estimation the system of purposes is determined as main aim-oriented, logically coordinated, balanced, complex. The basic results of work are introduced in practice of the central enforcement authority of the special competence in sphere of Physical Education and Sports.
