Object of research: process of substantiation, formation and realization of enterprise personnel management strategy; the purpose of the work: development of theoretical theses and methodical maintenance of formation and practical realization of personnel management strategy of the industrial instrument-making area enterprise; methods of research and the apparatus: methods of theoretical generalization, system approach, system and statistical analysis, matrix analysis, decisions tree method, expert estimations method, graphic method, economic and mathematical methods: multiple regression analysis method, factor analysis method, cluster analysis method; theoretical and practical results: classification of external and internal factors of personnel management system functioning, which is intended for creating competitive personnel management strategy, complex system of realization and determining the efficiency of implementing personnel management strategy have been offered, the methodical approach to estimating the personnel competence level as one of competitive advantages of the personnel, formation of enterprise personnel management system with the help of creating the map of competitive positions of the personnel have received the further development; the methodical approach to the formation of personnel management strategy has been advanced; practical value of the received results consists in the fact that the use of the suggested scientific and practical proposals on formation and realization of personnel management strategy allows to increase the enterprise competitiveness with the help of strengthening competitive positions of instrument-making area enterprises personnel; the subject and the degree of implementation: the basic conclusions and recommendations of the dissertation have been introduced into practical activities of State scientific and manufacturing enterprise ”Obyednannya Komunar”, the city of Kharkiv, open joint-stock company “The Frunze Works”, the city of Kharkiv;sphere of use: industrial activity of enterprises of instrument-making industry and other industrial areas, educational process.
