Mass M. State management of regional gas pipeline system as natural monopoly

Object of research - processes of state management by regional gas pipeline system as by the subject of natural monopoly in a context of general development and reforming of economy on competitive bases. The purpose of research - development of theoretical rules, methodical bases and practical recommendations for increase of efficiency of state management by regional system as by natural monopoly in conditions of gradual liberalization of the gas market. Methods of research - logic, dialectics, statistical, technical and economic, system and structural, comparative analysis, system, formal and logic approach and concept of a general theory of systems and of logistics management. The practical significance of the received results is, that the theoretical rules and conclusions are directly lead up to a level of the concrete practical offers and decisions. The scientific novelty of the received results is, that for the first time scientific submission about gas pipeline system as object of state management is generated; the formal and logic approach and concept of a general theory of systems and of logistics management is realized at formation of logistics strategy of development of regional gas pipeline system; the structural and logic circuit of development and introduction of the energy saving project in budget sphere and the logistics circuit of returning of means of the energy company at various cost of the project it is offered. The approaches to an estimation of a condition of a gas distribution network of Ukraine in conditions of gradual liberalization of the gas market and direction of an effective system of management by a gas distribution network; methods of an estimation of gas pipeline system of Ukraine, that has allowed to reveal availability in country of two alternative variants of the approach to reforming natural monopolies; realization of structural reform in a gas industry are advanced. The basic problems of structural reform of gas pipeline system of Ukraine; the concept of formation of the investment programs of development of regional gas pipeline systems by introduction of the investment and program approach to their development have received the further development.
