KRAVCHENKO Y. State regulation of the natural monopolies in transition economy

The dissertation covers issues on natural monopolies' functioning and its state regulation in the process of economic system's transformation. The evolution of views on the notion of the natural monopoly was examined, as well as economic characteristics of the services provided by the subjects of natural monopolies were determined. In addition, its economic role and the peculiarities of the natural monopolies' market functioning were defined. The social and economic nature of a natural monopoly as the object of regulatory policy was revealed. The role of natural monopolies in the system of economic relations on the current stage of the development of the national economy was determined; its contradictory impact on public development was grounded. The necessity for increasing of the state role in the ensuring of the social acceptable conduct of the natural monopolists was argued. The theoretical and methodological foundations of the state regulation of incumbent operators' activity in the internationalpractice and in the Ukraine's economy in transition were summarized. The specific propositions concerning the improvement of the main directions of the state impact on the incumbent operators' activity were developed, the algorithm of the transition on the fundamental new methods of the state regulation of the tariffs on natural monopolies services was ground.
