Paliy N. Social Safety of Disabled Population: Essence, Condition and Prospects of Reformation

Object of research: socio-economic processes influencing on social safety of the disabled population. Purpose re-search: complex political and economical research of social safety of the disabled population, determination of its essence, factors and perfection of mechanism of providing. Methods of research: method of theoretical generalization, system-structural analysis and synthesis, structurally-functional method. Results: an economic category is certain "social safety of the disabled population" as the reflection of tendencies and results of socio-economic processes; the so-cial risks of the disabled population are classified on such criteria: on the sphere of origin, on the source of display, on possibility warnings, on possibility indemnifications, on the degree of dirigibility, on the size of losses, on the degree of influence on the state of social safety of the disabled popula-tion; the mechanism of social defence of the disabled popu-lation is developed; research of conceptual bases of con-struction of world models of social defence is conducted; basic results and directions of reformation of the system of the pension providing of Ukraine are grounded. Novelty: author determination of economic category is first repre-sented "social safety of the disabled population" as the re-flection of tendencies and results of socio-economic proc-esses; classification of social risks of the disabled population is first developed on such criteria: on the sphere of origin, on the source of display, on possibility warnings, on possibility indemnifications, on the degree of dirigibility, on the size of losses, on the degree of influence on the state of social safety of the disabled population; the mechanism of social defence of the disabled population is improved; got further develop-ment conceptual bases of functioning of world models of social defence with the purpose of adaptation of the most suitable model to the terms of Ukraine; got further develop-ment methodological base of reformation of the system of the pension providing of Ukraine on the basis of analysis of the state and prospects of development of social safety of the disabled population.
