The theoretical model of the engineering and technological personnel motivation has been proposed. The program approach to the enterprise's personnel motivation by the complex of the programs of the organizational and social maintenance has been used. The methodical approach is offered to the development and introduction of internal professional and positional standards. The methodical approach to the personnel estimation taking into the account the aim of the enterprise activity, proprietors interests, specifics of labor activity and employees needs has been improved.
