In this dissertation the essence of bank activity and bank risk and their influence on region development are explained; the essence of basic ("typical") bank risks is specified from the position of their greatest possible analytical definition. The preconditions and ekso-/ endogenous factors which form the activity of modern regional banks working on a separate territory and influencing the regional riskiness are determined. The classification of modern bank system risks is given. The work proves that the regional bank system management should be based on the system approach. The available scientific and practical toolkit should be improved on the basis of the integral parameter of region risk. The system of economic-mathematical models which form the basis of the methodical approaches to the decision of regional banks direct risks management problems is developed. The interrelation of the regional finance and credit activity tools and bank risks is specified. The author's technique of bank risks estimation is offered. The condition and the specificity of regional credit organizations development are specified and evaluated. The price strategy considering the credit resources risk is generated. The work offers the measures of risks regulation with the help of the regional prices and the algorithm of the bank investment object risks estimation. The admissible degree of the general risk is determined.
