Object of research are managerial processes by organizational stability of industrial - economic systems in conditions of market attitudes. The purpose of research is development of the concept of management by organizational stability of industrial - economic systems and the mechanism of its realization which includes a complex of models and the methods directed on increase of management efficiency IES in conditions of market attitudes. Methods - a dialectic method of the knowledge, fundamental theoretical positions of an economic science in the field of management of organizational stability IES, the system approach, the economic analysis, logic generalization, methods of economic-mathematical modelling, the structural analysis, expert estimations, the graphic analysis, groupings. Results: conditions of increase of efficiency of functioning IES on the basis of management of their organizational stability; the concept of management of organizational stability; method of express train - diagnostics oforganizational stability IES; model of reference organizational stability IES; model of transition to reference organizational stability IES; a supply with information of the mechanism of management of organizational stability IES. Novelty: for the first time conditions of increase of efficiency of functioning IES are determined on the basis of management of their organizational stability; it is developed on the basis of the system approach the concept of management by organizational stability which allows to generate the balanced structural policy IES directed on increase of efficiency of use of capacities and decrease of charges of resources in the basic manufacture; the method of express train - diagnostics of organizational stability IES which allows to raise speed of acceptance of administrative decisions in conditions of active IES environment and limitation of time for their substantiation is offered. Have received the further development model of reference organizational stability IES which allows onthe basis of comparison of conditions of activity of a real control system by organizational stability IES and opportunities of effective modelled structures, to correspond to these conditions; model of transition to reference organizational stability IES which allows to define equation of functioning IES from a position of maintenance of conditions of increase of efficiency of use of resources in the basic manufacture.
