Zherlitsyna D. Organizational and economic mechanism of budget resources of large industrial region management

Object of research are managerial processes by social and economic development of large industrial region. The purpose of research is development of the concept of formation of the organizational - economic mechanism of management by budgetary resources of large industrial region and tools of its realization which are directed on improvement of practice of regulation of economic processes and increases of a level of reproduction of the total added cost of region. Methods - the system approach, logic and empirical knowledge, methods of economic forecasting and planning, economic-mathematical modelling, financial mathematics. Results: the concept of formation of the organizational - economic mechanism of management of budgetary resources of large industrial region; organizational model of financial maintenance of plans of social and economic development of regions; imitating model of formation and use of budgetary resources of region; tools and methods of interbudgetary regulation; a methodical substantiation of essence of concept " budgetary resources of region"; system of a supply with information of managerial processes by budgetary resources of region. Novelty: for the first time the concept of formation of the organizational - economic mechanism of management is developed by budgetary resources of large industrial region which is constructed on the basis of the system approach to management of social and economic development of territories and allows to increase a level of the total internal product reproduced in region; organizational model of financial maintenance of plans of social and economic development of regions on the basis of principles of a goals management of budgetary resources which should promote increase of efficiency of use of budgetary funds; the imitating model of formation and use of budgetary resources of the region, based on principles of system dynamics which takes into account features of functioning of budgetary system of Ukraine and allows to estimate resource security of processes of social and economic development of region; tools and methods of interbudgetary regulation are advanced on the basis of the advanced mechanism of alignment that allows to stimulate growth of tax potential of large industrial region; has received the further development a methodical substantiation of essence of concept " budgetary resources of region "; system of a supply with information of managerial processes by budgetary resources of region Area of use - branch.
