Zacharina O. Grain Market Forming in the Period of Transformation

The object of the research: the process of forming and functioning of grain market in the Zhytomyr Region during the transformation period. The objective of the research: to substantiate the theoretical and methodological basis of grain market and to work out the recommendations as to its forming the transformation period. Methodological and theoretical foundation of the dissertation is the systematic approach to studying of the main theses of Economics concerning grains market formation. The theses are considered and analyzed both in their interrelation and interdependence that enables to study grain market thoroughly. Methods: abstract and logical method, monographical method, comparative analysis method, SWOT-analysis, statistical and economical method including grouping and comparing, dynamics rows extrapolation method, correlation and regression analysis. Theoretical and practical results: the dissertation practical significance consists in providing farm economy and agro-industrial complex with fresh knowledge of theoretical, methodical as well as economic and organizational measures of grain market forming and functioning. Practical recommendations and proposals can become the basis of creation both in the Zhytomyr Region and Ukraine. Scientific novelty: the necessity for creation of grains cluster as being voluntary territorial association of grains produce subcomplex enterprises for providing grains producer competitiveness by means of ties formation inside one branch, diversification of sales channels, creation of favorable conditions for attracting home and foreign investments as well as by branch adapting to the world's market requirements has been grounded for the first time; the essence of the notion "grain market" is specified; consideration has been given to the peculiarities of grains market formation on the regional level; the mechanism, priorities and criteria of the effectiveness of grains market state regulation based on complex state supporting and controlling grains produce quality and safety as well as on complementary functioning of mortgage grains purchases and intervention fund have been shown; the ways of improving the effectiveness of grains market infrastructure based on interaction of such constituents as marketing, financing and crediting, informing and consulting have been developed; the possibilities of risks minimization for regional grains produce subcomplex while Ukraine's entering the World Trade Organization have been grounded. Level of introduction: the results of the research are approved by the Chief Administration of Agro-industrial Development of the Zhytomyr Region State Administration, State Stock Company "Ukraine's Bread", Private Rental Farm Enterprise named after Shevchenko, Yemilchino region, Zhytomyr oblast, Institute of Agriculture "Polissya" of the Ukraine's Academy of Agricultural Sciences as well as in the educational process of the State University of Agriculture and Ecology of Ukraine. Effectiveness: the concept of improving the grains market functioningeffectiveness based on organizational and economical as well as on technological measures has been substantiated by the results of the research.
