Strategic management of markets with the signs of natural monopoly of economic subjects. To develop theoretical principles and ground practical recommendations for forming the development strategies and adjusting regional markets of thermal energy on the basis of the use of innovative conceptions of heat supply and heat consumption. Research methods are methods economic end statistical analysis. Adaptation of complex of basic signs of natural monopoly to the conditions of thermal energy market is presented, classification of natural monopolies are developed in accordance with pre-conditions of their origin and getting of complex of specific signs of natural monopolism, principles of conception of development of regional markets of thermal energy and methodical approach to providing of low energy consumption are developed. Obtained results are from the theoretical and practical aspects of energy economy. The sphere of the usage is heat supply.
