Object of research: process of use and development of a mental potential in conditions of transformations of economy of Ukraine. The purpose of dissertational work is development of theoretical and scientific - practical recommendations on perfection of the organizational - economic mechanism of regulation of processes of use and development of a mental potential. Methods of research: a dialectic method, methods of the system analysis and generalization, a method of expert interrogation, economic - statistical methods, the structurally functional approach. Theoretical results: will consist in a deepening of theoretical bases and development of scientific - practical recommendations concerning directions of organizational - economic regulation of use and development of a mental potential on micro-, middle and macrolevels. Practical results: the theoretical and scientific - methodical positions developed during research will be, that, are the basis of maintenance of realization of the suggested directions of development and an effective utilization of a mental potential, in particular at a regional and industrial level. Scientific novelty: for the first time set of parameters of measurement of a level of a intellectual potential is systematized and formalized; the grouping of regions of Ukraine by means of differentiation on a level of an integrated parameter of an available intellectual potential is carried out; the system of stimulation of innovative activity of workers is advanced; the structural model of the mechanism of organizational - economic regulation of processes of use and development of a intellectual potential is advanced; "the mental potential of region", and also concepts "regulation of a intellectual potential" is advanced categorical the device of research by means of a substantiation of concept; have received the further development of a direction of formation, realization and development of a intellectual potential of the country. Degree of introduction: recommendations and the offers stated in the dissertation, are used by National institute of strategic researches (Donetsk), Donetsk regional state administration, Open Society "Mariupol Metallurgical Combine of a name of Ilyich", Joint-Stock Company "Minimetallurgical Plant Istil (Ukraine)", and also in educational process of Donetsk State Institute of an Artificial Intellect.
