Essay

Object of research: elements of the inhabited environment, the market of available housing sale proposals. The purpose of research: development of a technique of definition of a town-planning estimation of the inhabited environment quality, classification of objects of available housing by quality, updating of the available housing cost and definition of efficiency of capital investments in modernization in view of a parameter of the inhabited environment quality. Methods: system analysis, mathematical statistics, kvalimetric estimation. Theoretical and practical results: improvement of quality and validity of town-planning decisions regarding the inhabited environment formation; development of a method of estimation of the inhabited environment quality and its classification by quality; improvement of a technique of estimation of the available housing cost and definition of efficiency of capital investments in modernization. Scientific novelty: definition of key parameters of the inhabited environmentwhich influence its quality; improvement of methods of estimation of the available housing cost; for the first time the mathematical model of definition of the inhabited environment quality is applied; systematization of methods of definition of efficiency of capital investments in modernization; definition of a social demand for parameters of the inhabited environment quality. Degree of introduction: results of research are used by the Kiev scientific research institute of judicial examinations at drawing up of conclusions on judicial building and technical researches; by the Kiev national university of construction and architecture within the course "Basis of municipal economy". Sphere, area of use: town-planning and territorial planning.
