The complex's analysis of the industrial raw-materials base of the mineral-fuel, metallic and non-metallic minerals and rocks are conducted. The possibility of creation of the perfect industrial raw-materials base of the strategic significant minerals and rocks are determined. The four categories of the strategic significant minerals and rocks are distinguished. The complex of the regional and local geological and structural factors of the endogenous and exogenous mineralization are fixed.
