The dissertation is the attempt first in Ukraine to carry out complex research of remedial and tactical questions of use sound, video recordings in criminal legal proceedings of Ukraine. By results of the analysis of remedial and tactical questions of use sound, video recordings in criminal legal proceedings of Ukraine, the author have been offered to a way of the decision of problem problems to sphere of use of scientific and technical means, the concept of realization of their effective application is certain and projects of norms for addition and improvements of the Ukrainian legislation are simulated. Operating system criminally-legal procedure on application of scientific and technical means in due time was it is focused on public relations and a level of development of a science and technics the beginning of 60th years, and, despite some changes and the additions brought in the Criminally-remedial code, practically completely has kept the basic lines till today and consequently demands cardinal reforming. In the dissertation it is proved, that the operating system criminally-legal procedure concerning application of scientific and technical means requires radical reforming. In investigatory practice it is recommended to use dictophones that provide exact transfer of statements, specific features of a voice and sufficient loudness, that is the admissibility of their use in struggle against criminality from positions of prirodno-technical preconditions meet the requirements. Social preconditions of an admissibility of use of these means in struggle against criminality consists in conformity to their principles of legality, humanism and democratism.
