Turchenko O. Legal Regulation of Government purchases of goods works and services of European Union (The rapprochement of Ukrainian law with the law of EU).

. It deals with the problem of theoretical and legal definition of the principles of Legal Regulation of Government purchases of goods, works and services on the territory of EU. Also it investigates the main directions of the rapprochement of Ukrainian law and the law of EU in this field. Author focuses on such law definitions as: “the Law of European Commonwealth”; “European Union Law”; “European Law”; “European international Law”; the sense and correlation of such notions as “harmonize”, “unification”, “adaptation” and “rapprochement” in a field of Ukrainian and EU Law are given. The common principles, system and purview of the legal norms in EU in a field of Government purchases are characterized and common characteristics of formation of Ukrainian Government purchasing Law are given. More than 100 of domestic normative acts, EU legal acts in a Government purchase sphere were analyzed in the paper. And the estimate of corresponding Ukrainian legal norms to legal norms of EU is given. Also the mechanism of control for the detaining EU legal norms in a Government purchase sphere is investigated, the notion, forms and methods of European control are examined, and the questions of the competency, authority, rules and work methods of supervisor bodies are examined too. The practical recommendations for measures to improve Law and juridical practice of Ukraine and for their rapprochement with the EU Law in Government purchase sphere and for control for their execution are suggested.
