Kretova A. Тhеоretical-and-methodical bases of improving mechanism of the management by the job placement of unemployed citizens in the state employment department of Ukraine

The object of investigation is processes of state management of population employment in the Ukraine and its regions. The purpose of investigation is the substantiation for theoretical and methodical principles of improving mechanism of the management by the job placement of unemployed citizens in the state employment department of Ukraine in the context of active state employment policy tasks. The methods of investigation are the analysis, synthesis, system and structured-functional approach, theoretical generalization and comparison, statistical and graphic methods, deduction, induction. The practical value of the obtained results is that the new progressive approaches to process of the improving and functioning by mechanism of regional management in sphere of population employment in Ukraine and Donetsk region can be inculcated. The scientific novelty of the obtained results is that it is for the first time the category "employment" as the object of state management is determined. The following hasbeen improved: the indexes of the condition and tendencies by the labour market development on base of the building for the scientific prescience; the principles of the building of organization of management by the job placement of unemployed citizens in the centre of the employment on base of openness. The following issues have been further development: the ways of state employment management in the context of determined category "employment"; the sequence of the investigation of the mechanism of the management by the job placement of unemployed citizens in the state employment department on base of structured-functional approach; the ways of the improving state employment policy on state and regional levels; the order of the improving of mechanism of the management by the job placement of unemployed citizens; the recommendations for making the prerequisites of successful building by national information-communication technology industry.
