Essay

A research object is processes of municipal property management in the context of market of the real estate of territory development. A research purpose is development and ground of theoretical positions, methodical approaches and scientific and practical recommendations on organization of activity of local self-government, municipal (territorial) property directed on development, on the basis of the use of instruments of marketing and logistic. Research methods are situation and approaches of the systems, processive, comparative, morphological and regressive analyses. The practical value of the got results consists in that they are taken to concrete positions, applied models, methods and recommendations which found introduction in practical activity of organs of local self-government of cities of the Donetsk region during forming of strategies of their development, preparations of recommendations on development of ways of perfection of the system control municipal property, directed on market of the real estate development. The scientific novelty of the got results consists in that marketing-logistic strategy of municipal (territorial) property management, based on conducting of marketing research of administrative-territorial education and organization of logistic connections in the hierarchical structure of executive branches of power which will assist market of the real estate of territory development, is first developed. Ways of determination of aims and tasks are in the control municipal property of local self-government system; approaches to the municipal property management by determination of life cycle of objects of the real estate, which it is suggested to manage after the phases of life cycle, types of objects of the real estate, types of activity, approaches to the decision of management tasks; the ways of determination of influencing of factors on the size of rent for the objects of municipal property got subsequent development. Control municipal property system due to a portfolio of municipal property and conducting of SWOT-analysis of the municipal control of concrete territory system construction; methodical positions on development of strategic plan of development of municipal property in the system of municipal self-government are improved.
