Essay

In the dissertation the quality of higher education is analysed as an integral product of science and culture which has its own attributive descriptions and answers the necessities of a society's formation. Properties of it are shown up in the specialists' competences which are fixed in the state standards of education. Essence of it is analysed as a total energyinformative potential of a personality, that is accumulated during studies in a higher education establishment; the contents of quality of education shows up in the innovative character of a specialist's productive activity; subjective and objective forms of its existence are given. Subjectively, existence of quality of education is determined by a feeling of competitiveness of a personality as a specialist and his motivation for work, and objectively shows up in two dimensions: in potential one - as a state creation conceptualization, building civil society, forming educational space of United Europe, and in a materialized one -as a part of innovative and information society, and a product of innovative activity. Grounded is a double determination of the quality of higher education: in an external view - due to globalization, European integration, internationalization, and internal - stipulated by contemporary science, which is the frame of education and values of national culture, the character of which is determined by the tendencies of democratization and humanization. Suggestions are given in relation the Ukraine's higher education quality assurance.
