In the thesis the concept of internationalization of higher education is analyzed for the first time from the position of philosophy of education, which is understood as a dynamic process of combining and interpenetration of national and international organizations providing educational and research services. The language, as a manifestation of the culture identity, is the center of international education. Proceeding from Heidegger's thesis that "... the thought gives a word to the being. The language is the home of the being", it is shown that the implementation of the principles of international education cannot be limited to the study of languages of different nationalities or to purely academic mobility. It envisages a revision of the whole system of education in all its dimensions: both in terms of teaching individual disciplines and in terms of its multicultural positions, since international education reflects the idea of integration and diversity of cultures. Principles of improvement of the national strategy of higher education internationalization in Ukraine have been proposed, among them: global standards, international cooperation, commercialization of education, political expediency, accessibility, cultural diversity, leadership. The factors of improvement of the national strategy of internationalization have been defined: increase of the state status in the international arena, implementation of the so-called "soft power" principle, economy of knowledge deployment through involvement of universities, higher education quality assurance through adherence to international standards, development of scientific and educational potential of cooperation and collaboration, ensuring cultural diversity through implementation of the principle of tolerance, transparency, absence of the culture of fear and discrimination. It is justified that the strategy of internationalization of higher education in Ukraine should include three interconnected components: legislative provision; implementation of policies in the educational process; establish intercultural activities.
