Yurchenko O. Scientific ground for improvement system of a medical rehabilitation at a stage of reforming of public health services in Ukraine

The dissertation is devoted to studying development the epidemic of HIV-infection in Kiev, to a substantiation and development of qualitatively new functional-organizational intersectoral system tocounteraction development epidemic in a megalopolis. A trend of rapid growth of HIV infections in the capital of the State, which acquired the character of the epidemic; main burden of HIV / AIDS in Kiev has the current system of providing medical aid and its specialized subsections, which are unable to fully confront the epidemic of HIV - Disease Prevention. Different sectors of public administration and outside the public sector in combating the epidemic are not even attend; absence of coordination of different sectors and even offices municipal government to confront HIV / AIDS epidemic. Proved qualitatively new functionally organizational system of intersectoral counteraction of development of a HIV-infection epidemic. Especially the proposed system was the existence of a single coordinating body in opposing management of HIV-infections, responding to the epidemic situation, expanding domestic and external relations system with counter parties, as at the municipal and at the non-state (public) levels, attracting PLHIV to participate in shaping organizational and management decisions, creating favourable conditions for the exchange and learn from experience in combating the epidemic HIV-Infections. Data from the study, found its embodiment in the state, industry, intersectoral and regional levels
