The dissertation deals with the complex research of Library Information Resources of higher Schools, conceptualizing the regional mechanisms of their functioning, System - oriented mechanism forming library information resources as the integer for the regional education has beendetermined. A number of new approaches to forming the system of scientific and education information resource as a component of the social and informational module in education havebeen student and the necessity of corporate library information resource centers has been proved. The relationships and directions of their improvement by means of the resources mechanism of the innovative management of library information have been selected.
