Essay

The theoretical generalization and new solution of scientific task in decision-making optimization in the sphere of charged water use for agricultural irrigation are stated in dissertation.It was developed the appraisal methodology of water delivery service for land irrigation and humidifying on the basis of total costs determination and selection of rational intervals for planned water supply method. For annual planning of irrigation rates it was proposed to use the one-criterion and multi-criteria optimization methods with the economic and resources criteria. It was also proposed the multi-criteria model, which applies the dependencies of crop productivity on the principal influence factors (water, fertilizers) and in deficit conditions allows to determine the required quantity of fertilizers subject to water resources and vice versa. Ecological and economic approach allows to determine the irrigation rates for special water use, promotes rational land and water use. For control and forecasting of the situation with charged water use the graphic methods of analysis are used for the analysis conducting of irrigated land dynamics, delivery value, service cost and such constituents in it as electricity charges and cost of water supply.
