A research object is processes of government control of functioning of the judicial system. A research purpose is development of state mechanism of upgrading professional preparation of judges. Research methods – analysis, process modelling, approach of the systems, also the special methods within the framework of theories of state administration, management, law and didactics. The practical value of the got results is made by the state mechanism of upgrading professional preparation of judges, developed from point of methodology and organization of his functioning. The scientific novelty of the got results consists in that activity of judges is first considered on realization of justice from point of theory of decision-making, the multidimensional model of making court decision is formed as a result, which knowledge, ability and skills, necessary a judge for making legal, objective and just decision, is selected on the basis of; the organizational constituent of state mechanism of upgrading professional preparation of judges is developed, and also to recommendation on forming of professional network concord of judges, which must become basis of realization of their continuous studies. Didactic systems which are used for the studies of judges in the period of receipt of base knowledges and on the stage of the in-plant training; strategic principles of the didactic system, maintenance and technologies of studies of judges in Ukraine; positions of context studies in relation to the process of preparation of judges taking into account the necessity of increase of level of mastering of educational information (the necessity of mastering not only of base knowledges is proved, but also their „professional” and „vision” contexts in the period of reformation of judicial branch of state power as social institute) are improved. Directions of forming and realization of judicial reform in Ukraine in part of providing of quality of professional preparation of judges, concentrated on the detailed study of process of making court decision; the functional duties of organs of state administration, which provide the action of mechanism of upgrading professional preparation of judges on the stage of continuous education – Academy of judges of Ukraine, Judicial chamber of Ukraine, organs of judicial self-government, Ministry of justice of Ukraine, got subsequent development.
