Processes of the international scientific and technical exchange in conditions of global development. Complex research on the basis of the newest economic concepts of essence and factors of formation of the international scientific and technical cooperation (ISTC) and disclosing of key parameters of its efficiency, and also development of scientifically proved strategic priorities of integration of Ukraine in global innovative system. History-logic, system-structural approaches, methods of quantitative and qualitative comparisons, economic-mathematical modeling, expert estimations and forecasts for research of the ISTC as factor of the international competitiveness of the countries. It is investigated theoretical bases of the ISTC, it is analyzed and systematized concepts which open influence of innovative development on economic growth and a role of cooperation in increase of competitiveness of subjects of managing, it is systematized forms and levels of the ISTC, it is investigated features of activity of strategic alliances in scientific and technical sphere. Theoretical bases and world practice of the ISTC and a direction of integration of Ukraine in global innovative system. It is introduced recommendations on improvement of the state innovative strategy and formation of strategic priorities of the ISTC of Ukraine. The organizations of legislative and executive authority, educational process, the business-sector.
